Ocean Beach (North of Stairwell 21)

Ocean Beach stretches along San Francisco's entire western edge, and its northern section — from Stairwell 21 (roughly across from the Beach Chalet soccer fields) north to the base of the cliffs below the Cliff House — is open to dogs off-leash under voice and sight control. Managed by the National Park Service as part of the Golden Gate National Recreation Area, it's one of the best places in the city for dogs who love sand and surf.

Terrain & Layout

This is a wide, flat, unfenced sandy beach facing the Pacific Ocean. Dogs can run along the waterline and the open sand. South of Stairwell 21, dogs must be leashed, and snowy plover protection rules apply in parts of the beach.

Amenities

  • Seating: The seawall and natural features along the beach
  • Water: Bring your own — no dog fountains on the sand
  • Parking: Parking lots and street parking along the Great Highway
  • Restrooms: Available near the Beach Chalet and at the north end of the beach

Best For

High-energy dogs with reliable recall who love running on sand and splashing in the waves. The wide-open space is ideal for fetch.

Busy Times

Weekend afternoons are busiest, especially on rare warm days. Weekday mornings are typically quiet, though the beach is often foggy.

Tips

  • Voice and sight control means your dog must stay in view and come back immediately when called — rangers can ask you to demonstrate
  • The surf at Ocean Beach is dangerous with strong rip currents; don't let dogs swim out far
  • Check posted signage for seasonal snowy plover restrictions
  • Bring a towel and fresh water — rinsing salt and sand off afterward keeps paws healthy
